Railla is Philippine lawyer specializing in climate change and international environmental law. She first started as a legal and policy specialist with the climate change and environment team of the Ateneo School of Government in 2015, where she immersed in project management, policy development, and research. Since then, she has participated in the UN climate change negotiations in various capacities, including as lead coordinator for the Philippine delegation, as part of her duties as Legal Services Division Chief of the Climate Change Commission, and as Policy Coordinator for Climate Action Network. Her most recent work was with Rare Philippines, where she focused on the development of a blended finance program for coastal fisheries and the integration of climate change into its coastal fisheries management strategy.
Railla has a Bachelor of Science degree in Psychology from the Ateneo de Manila University and a Juris Doctor degree from the University of the Philippines. She recently graduated and earned her LL.M. in Global Environmental Law with highest honors from Pace University's Elisabeth Haub School of Law.
